为贯彻《国家知识产权战略纲要》和《北京市“十一五”时期文化创意产业发展规划》的文件精神,经新闻出版总署党组批准，由中国版权保护中心、北京产权交易所、北京市东城区人民政府三方共建的国际版权易中心于2009年2月16日在雍和大厦正式落成，同时中关村科技园区雍和园被国家版权局授予“国家版权贸易基地”称号。2009年5月8日,国际版权交易中心发布了国内首套完整的版权交易制度体系文件，版权交易系统正式开通，“北京版权产业融资平台”同时启动。
国际版权交易中心是目前国内唯一的国家级版权交易平台，立足北京，辐射全国，连接世界，秉承“服务、创新、合作”的核心理念，定位于“建设国家级版权交易所，构建全国性版权产业要素市场”，是按照交易所模式第四方定位建设的“公开、公平、公正、规范、诚信、专业”版权产业公开市场。
About the International Copyright Exchange
According to Outline of National Intellectual Property Strategy and the 11th Five-year Development Plan of Beijing Cultural & Creative Industries International Copyright Exchange（ICE）was established jointly by the Copyright Protection Center of China(CPCC), China Beijing Equity Exchange (CBEX)and People’s Government of Beijing Dongcheng District with the approval of General Administration of Press and Publication of People’s Republic of China(GAPP.since February 16, 2009 The ICE was built up in the Yonghe Plaza, CBEX joined in the strategic cooperation of the ICE and Yonghe Plaza was also entitled with "National Copyright Trading Base". On May 8, 2009, the ICE released the first national comprehensive set of guidelines system for copyright exchange, and startup copyright exchange system. At the same time, "Beijing Copyright Industries Financing Platform" was launched.
ICE is the only national platform for copyright exchange, located in the Yonghe Plaza, which is part of the Zhongguancun Science Park and a hub for cultural & creative industries. With the west tower of Yonghe Plaza being its main office building, ICE's office area also extends to Gehua Tower and its neighboring area. Built in the exchange model stick to the principle (i.e based on the “fourth party) of "openness, fairness, justice, norms, integrity and professional".
